1. about trekking permit NP website system https://apply.spnp.gov.tw/ But I'm not sure if you could apply with English only computer environment. Solo application is acceptible. I've got mine already. If you are in a hurry and feel free with solo, you could also take alternate route -- for example take a short cut before 北稜角 and get to 369 directly. 2. I planned to get a taxi from 環山 and get my car in 武陵山莊 parking lot. The trip from 武陵山莊 to Taipei city takes about 3+hr if #5 highway is not jammed.
